Voting Question: In pulic housing do you have a right to copy/view your personal file prior to eviction or any other time?

I sent a certified piece of mail which was also notarized to my property manager 3 weeks before she subpoenaed me to court for a lease violation. She had already sent to 10 say quit notice before I wrote her. In my letter, there were 2, one was explaining in detail about another tenant coming to my door, grabbing my door knob and turning the handle, the other letter was asking if I can receive copies of my personal file. She told me she couldn't do anything about the tenant trying to arrive into my home and she told me she wasn't gonna give me copies of my file. I read some where that I had a right to receive copies of my personal file especially if it is associated with the Freedom of Info Act. Are these things true? What should I do? Should I write the main Washington building and tell them what she did? Did she violate anything when she denied me my right of receiving copies? what did she violate in law? What about when the person grabbed my handle and tried to arrive into my home? What did she fail at doing as property manager? I also have y neighbor on tape grabbing others door knobs and I have her criminal record. One crime that I saw on her record is when she called the police for a fake emergency others include aggravated battery. Can I use the tape or her criminal record in court to prove she's been picking on me the whole time because she wrote my property manager and says I've been picking on her which is a lie. She's been coming to my home since I moved there October 2009. If I'm such a pain why do you keep coming to my door and I show her that I don't want to be bothered that's why she's harassing me now. Lastly, I'm not a guy, I am not gay and she is not my pal and I have never I repeat never did anything with this lady and I don't want to either. She is just someone who I heard from around the building who is on 6 different meds, sleeps with her dog and supposedly likes other women. But besides her, what can I do about my prop mang denying me my right to view or copy my files?
